Transportation Service Human Resource System

TSHRS was adopted in 1993 through House Bill 610 to create an independent human resources system for MDOT. Prior to the passage of this law, MDOT employees were managed under the State Personnel Management System (SPMS) and several independent systems. Today, TSHRS allows for greater efficiency in human resources management by including all of MDOT's administrations under a single set of human resources regulations, policies and procedures. Under TSHRS, The Secretary's Office, Office of Human Resources (OHR) provides oversight, policy guidance and services to each modal administration's Human Resources Office.

The Mission of the Maryland Department of Transportation's Office of Human Resources is to ensure the effective management, continuous development and recognition of a quality workforce.
