Certification as either a DBE or MBE is not necessary to bid or participate on either State funded or USDOT assisted contracts. Certification is required in order for your firm's participation to be counted toward the DBE/MBE goals set on these contracts.
Disadvantaged / Minority Business Enterprise (DBE / MBE) Uniform Certification Application If your firm is certified as a DBE/MBE, its participation may be counted toward DBE goals on USDOT assisted contracts (including those let by the Maryland Aviation Administration, the Maryland Transit Administration, and the State Highway Administration), as well as MDOT State funded contracts.
Minority Business Enterprise (MBE) Application If your firm is certified as MBE only, its participation may be counted toward MBE goals on State funded contracts. Participation by certified MBE firms will not be counted toward DBE goals on USDOT assisted contracts.
BEFORE YOU SUBMIT YOUR APPLICATION !! If you are interested in being considered for both State and USDOT assisted contracts, you must complete the Uniform Certification Application (UCA).
IF YOUR FIRM IS 8(a) CERTIFIED AND YOUR 8(a) APPLICATION IS LESS THAN TWO (2) YEARS OLD YOU MAY SUBMIT A COPY OF THAT APPLICATION WITH ALL REQUISITE SUPPORTING DOCUMENTS, IN LIEU OF COMPLETING THE UNIFORM CERTIFICATION APPLICATION (UCA).
