Welcome to the Office of Planning and Capital Programming's (OPCP) home on the web. OPCP is comprised of Capital Programming, Regional Planning, and Transportation Planning, as well as Interrelated Programs, such as Air Quality, Bicycle and Pedestrian Access and Community Enhancements.  OPCP satisfies many legislative and federal mandates for the Maryland Department of Transportation (MDOT) and the Secretary of Transportation, and is responsible for the following products:

• Consolidated Transportation Program (CTP): The MDOT’s six-year capital program outlining transportation projects in the State.
• Annual Attainment Report
• Maryland Transportation Plan (MTP): Updated every 4-5 years.
• Statewide Transportation Improvement Program (STIP)
• State Report on Transportation: Includes the MTP, Attainment Report and CTP.
• Twenty-Year Bicycle and Pedestrian Access Master Plan
• Annual Managing For Results Report

The OPCP also receives Priority Letters from every County and the City of Baltimore, outlining each jurisdiction’s top transportation priorities for State funding.

Development and completion of these projects requires extensive coordination with local governments, planning organizations & jurisdictions, service providers and partner agencies, resulting in the production of Transportation Improvement Plans (TIPS), Long Range Plans, Unified Plans and Work Programs, Bicycle and Pedestrian policies, projects and proposals.

OPCP is also responsible for representing the MDOT's interest on several committees and commissions, including:

• Maryland Bicycle and Pedestrian Advisory Committee – Provides guidance to State agencies on matters directly relating to bicyclists and pedestrians.
• Critical Area Commission – Created by the legislature in 1984, the Critical Area Commission is a State and local government partnership for regulating land use in the Critical Areas around the Chesapeake and Atlantic Coastal Bays to achieve water quality, habitat protection, and growth management goals. The Commission reviews and approves large developments and all government sponsored projects.
• Patuxent River Commission – Created by the legislature in 1984, the Commission oversees the Patuxent River Policy Plan, a document that outlines key recommendations for restoring and protecting the Patuxent Watershed, which focuses on land management.
• Coastal and Watershed Resources Advisory Committee – Established in 1978, the primary mission is to advise the Administration, specifically the Secretary of the Department of Natural Resources, on Coastal Program policy issues, proposed federal and state legislation affecting coastal areas, annual Coastal Program initiatives, and budget priorities.
• Bay Cabinet – A sub-cabinet which advises the Governor on environmental issues related to water, and charged with oversight of the State’s activities required by the Bay Agreement. The Bay Workgroup, serves as the staffof the Bay Cabinet.
• Maryland Transportation Commission – Advises and makes recommendations to the Secretary and the modal agencies in MDOT on matters that concern transportation policy formation and program execution.
• Green Building Council – Created (renewed) by legislation in 2007.
